Adds Navigation primitives to apps/web/CLAUDE.md (sections/footer, NavSections variants, shortcuts registry, index.html bootstrap, a11y/tooltips/motion), root doc index link to docs/specs/nav-consolidation.md, plus a short spec stub so the link resolves.

Test plan

• just typecheck, lint, fmt-check, sql-layer-check, paraglide-check, i18n-string-check
• just qa web tests failed here (Playwright chromium missing libglib in agent image); CI should run full suite

Closes #1023

Docs are accurate and internally consistent. Nav primitives section covers section model, variants, shortcuts, index.html bootstrap, a11y, and motion — all aligned with existing conventions.
