Closes #1025.

Stale comments still described Fleet/Globals/JSON top <Tabs> and wrong feature ownership after #1017; layout was already header + <Outlet /> with sidebar hierarchy.

Test plan

  • just typecheck, just lint, just fmt-check, just sql-layer-check, just paraglide-check, just i18n-string-check
  • Full just qa unavailable here: chromium missing host libglib-2.0.so.0 (expects CI passes)
